The right template for this field is the one that puts the evidence a civil engineer screen checks first in a document a parser can still read. Style is secondary.
Match the market
What belongs on the page
ICE, IStructE, PE — with the jurisdiction. This is often a hard filter.
Concept, detailed design, construction, close-out. Value without stage hides whether you have seen a job through.
Eurocodes, AASHTO, the named analysis package. Write the designations.
Make it obvious. They are different jobs, and hiring managers in this field know it.

STAAD, Tekla, Civil 3D — whatever the advert uses. "BIM experience" is weaker than the product name.

If you hold it, yes, near the top. If you are working toward it, state the stage. Many roles use it as a filter.
Three to five with value, stage and your role. A catalogue of twenty unnamed "various highways schemes" helps nobody.
The same layouts work. Change the evidence: site roles lead with supervision, safety and programme; design roles lead with analysis, codes and deliverables.
Not on the CV you upload to an ATS. A portfolio link is fine when the images are cleared for use and the URL is selectable text.
