Should I list agile certifications?

Only if the ad asks for them. Most product hiring managers weight shipped outcomes far above a CSPO badge. If you hold one, a single line under certifications is enough.

How long should a product manager resume be?

Two pages is standard once you have shipped more than a couple of products. Compress older roles to one or two lines rather than deleting them — a gap reads worse than a short entry.

Do I need technical skills on a PM resume?

Enough to be credible with the engineers you will work with. "Writes SQL for funnel analysis" and "reads API documentation" are useful specifics; claiming to be a developer when you are not will be exposed in the first interview.
